The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

Director of Budget Management

This position directs the operations of the Budget Management Unit within DPSCS. This office is responsible for the preparation and management of the operating budgets for each of the Department’s 40 programs with an aggregate total budget of approximately $1.4 billion. This position functions at the full performance level of work preparing, presenting, and executing agency budgets for assigned units. This position is responsible for coordinating the use of electronic data systems for the Division of Financial Services and exercising budgetary control and oversight over revenues and expenditures for all programs within the Department.

Director of Field Financial Operations

This position manages the Deputy Secretary of Operations' financial services serving as liaison to Wardens and fiscal staff, and provides oversight, guidance, and indirect supervision for the Regional Finance Offices. Implements processes and procedures to ensure that expenditures are within budget appropriations, monitors monthly projections, overtime, and routine reports. Reviews and assists in the preparation of budget requests including justification to support requests and analyzes resource allocations for a budget of over $890 million.

Coordinates the development and analysis of management reports, communicates with managers and provides final submissions of funding data regarding the allocation/reallocation of resources. Assists with the oversight and direction of technology management, food service management, vehicles, and lease and real estate management.

Responsible for assuring legislative audit compliance in fiscal areas. Reviews audit findings for the regions and provides instruction and advice regarding audit compliance. Develops, coordinates, and reviews corrective action plans. Participates in the Office of Legislative Auditors conferences.

MINIMUM QUALIFICATIONS

Education:   Bachelor’s degree in Accounting, Finance, or Business Administration from and accredited college or university.

Experience: 5 years of experience in state or governmental budgeting, accounting and auditing, to include examining, analyzing and interpreting accounting and budgeting systems, records and reports to include 3 years of experience managing multiple units within an accounting or finance division.

Notes:
1) Possession of a certificate as a Certified Public Accountant (CPA) will be considered to have met the educational requirement referenced above.
2) Possession of a Master's degree in accounting or finance from an accredited college or university may be substituted for the required experience in state or governmental budgeting, accounting and auditing, to include examining, analyzing and interpreting accounting and budgeting systems, records and reports. Candidates must still have 3 years managing multiple units within an accounting or finance division.
