Main Purpose of Job

The main purpose of this position is to manage, control, oversee, and report on all fiscal (budget & accounting) operations in accordance with applicable statutory and regulatory procedures. The incumbent monitors the formulation and preparation of the annual budget request as well as for certification of funds, the preparation of expenditure reports and other reports in accordance with General Accounting Procedures (GAD). The incumbent is also responsible for excess property and security monitor functions. The incumbent is also responsible for the oversight of procurement functions.

POSITION DUTIES

Budget Management
Reviews and analyzes financial system reports; preparation and posting of FMIS journal voucher adjustments as required by policy and regulation to ensure expenditures are recorded correctly within the established accounting codes. Provides direction and oversight of procurement for the agency and ensures all activities related to procurement are reviewed and communicated to the program division to update on the progress. Interprets, implements, monitors, and approves local agency fiscal policy in accordance with Generally Accepted Accounting Procedures.

Accounting/Fiscal Operations and Reporting 
Establishes and maintains standard operating procedures that provide internal controls to comply with audit requirements. The incumbent monitors receipt and expenditure activity for federal funds and grants administered to the agency. Establishes, monitors, and maintains internal reports for use by Program Managers to manage the funds. Oversees the excess property and property management process. 

System Processing & Reporting 
Reviews and approves financial transactions and certify funding is available and coding is accurate. Creates/maintains spreadsheets for reporting purposes and uses reports to maintain accountability of funds and provide a resource to staff and managers. Ensure reports are submitted to DHS as required by policy and regulations. Oversees the CPC processes and conducts training for staff as needed to ensure compliance. Provides effective, timely, recommendations and action plans to correct identified deficiencies. 

Personnel Management 
Ensures that training is completed as required of staff and ensures personnel follow customer service protocol. Incumbent currently oversees all accounting functions: Budget Management, Accounts Receivables, Accounts Payable, Cash Receipts handling, Inventory Management, and Financial Reporting. Incumbent completes performance evaluations on staff and follows disciplinary protocol as needed.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience:  Four years of experience examining, analyzing, and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1.  Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2.  Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3.  Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate would possess the following:

1.  One year of experience supervising subordinate staff including assignment and review of work, performance evaluation, time and leave approval, training, and employee discipline methods. 

2.  One year of experience using Microsoft Office Word, Excel, or similar software to prepare spreadsheets and reports.

3.  Six months of experience using a state accounting system such as R*STARS or similar software.
