This position works on a compressed work schedule from 6:30 am to 5 pm, Tuesday thru Friday and is eligible for a Hybrid Telework schedule. The Maryland Military Department offers free gated parking at this location.

POSITION DUTIES

To plan, organize, coordinate all budgetary, reporting and data functions required in the operations of the Finance Department, including financial management of the agency’s 13 cooperative agreement programs. This position assists the Director of Finance and special projects including the development and implementation of fiscal policies and procedures for the Military Department. This position is responsible for fiscal management of all state operations within MMD including the following: Army and Air Operations and Maintenance and Environmental programs, Freestate ChalleNGe Academy, Veterans Burial Honor Detail, Maryland Defense Force, State Active-Duty programs, State Education Tuition Assistance Program, and the Distant Learning Program. The incumbent must be able to obtain a favorable background check for access to federal military facilities and federal information systems.


Duties for this position include but are not limited to:


· Manages and directs fiscal operations to ensure compliance with State and Federal regulations, policies, and procedures in accordance with GAAP & GAGAS. Formulates and implements fiscal policies and procedures to meet departmental, State, Federal and other funding source laws, and requirements.  · This includes budget formulation, administration of the Agency's complex grant programs, development of grants management control procedures to ensure accurate recording of grant expenditures and full recovery of federal revenues and the development of projections, spending plans and other financial analyses. · Oversees the preparation of the operating budget by reviewing program requests for format, fund limitations and compliance with departmental and control agency instructions and by calculating and verifying actual and estimated expenditures and other budget figures. · Oversees the compilation of supporting fiscal and statistical data for presentation of the budget to departmental budget specialists and other funding sources. · Monitors expenditures, prepares periodic and special budget projections and recommends adjustments in budget appropriations to meet operational necessities. · Modifies and implements manual and automated systems in accordance with generally accepted accounting principles and departmental and control agency guidelines. · Reviews, approves, and analyzes periodic and special reports to meet departmental and funding source requirements, and to keep management advised of the fiscal status of the agency. · Plans, coordinates, supervises, and evaluates the work of the Senior Accountant and Logistics Manager and related fiscal clerical support staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in audit

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

 1)  Two years supervisory experience in a governmental budget, accounting, or auditing related field 
 2)  Working knowledge of the State of Maryland's Financial Information System (FMIS) 
 3)  Two years’ experience in budget analysis, preparation, execution, and/or oversight. 
 4)  The desired candidate should possess working knowledge of and experience with both MS Excel and Word or Google Sheets and Docs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

This position will require the ability to pass a federal security check in addition to a State & Federal background check to obtain a CAC ID card to access military installations and computer systems. The ability to obtain and maintain a CAC ID Card is a condition of employment for this position.

Leave Benefits include:

* Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date). 
* Annual Leave - ten (10) days of accumulated annual leave per year. 
* Sick Leave - fifteen (15) days of accumulated sick leave per year. 
* Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child. 
* Holidays - State employees also celebrate at least twelve (12) holidays per year.

Pension - State employees earn credit towards a retirement pension.
