POSITION DUTIES

The main purpose of this position is to provide support of budgetary and professional accounting support to the Division of Financial Services in various areas to include budget preparation, monthly expenditure projections, policy implementation, and support for the year-end closing process to all department's finance offices. This position is the entry level of work examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

1. Assists with the preparation and submission of the annual operating budget requests, discusses needs, priorities and budgetary constraints with the agency head and other appropriate staff of this agency.

2. Assists with the preparation and review of the agency projection with the agency head and/or their designees, identifying and explaining any problems (i.e., actual or potential deficits) and recommending alternative courses of action to reduce or eliminate such deficit.  Submits the monthly expenditure projections, which are prepared on a spreadsheet in a specified format.

3. Assists with the certification of the availability of funding for all requested procurements and employment contracts.  Requests an amended DA22 when needed.

4. Reviews daily and monthly financial accounting reports generated via R*STARS to ensure that accounting transactions have been properly recorded, and corrects any identified errors.

5. Assists with the preparation of the year-end closing documents, in cooperation with the Office of the Secretary's Accounting Section, to ensure that expenditure accruals, encumbrances, and revenues are properly recorded at year-end.

6. Monitors grant expenditures and prepares required grant financial reports and requests for reimbursement of grant expenditures.

7. Compiles and prepares various reports and/or analyses as requested

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year of professional experience examining, analyzing and interpreting budgets.

2. One year of professional experience maintaining a control ledger.
