MDH Office of Finance - Drug Rebate & Lockbox Services Division, Baltimore MD

Main Purpose of Job

The main purpose of this full-time position will be to report directly to the Chief of the Drug Rebates and Lockbox Services Division (DRLSD), Office of Finance Department and will function as the resource for the program collection activities for the MCHP, EID and ICS premium and Cashdesk/Third-Party (TPL) Recoveries. As a senior level accountant in a highly complex work area, this position will provide continuous oversight and improvement of the Premium and Cashdesk/TPL Recoveries federal fund accounting operations. This position will account for the financial functions involving the federal and state payments received and administered by DRLSD. In addition to performing various analysis and analytical reviews to ensure data integrity and accuracy of receivables to improve the overall financial and operational process, this position will also provide input for the quarterly budget projections based upon current and fiscal year collections. This position will analyze on-going program operations and recommend modifications of policies and procedures to achieve greater efficiency and effectiveness in monitoring and managing federal and state funds.

This position will require the ability to multi-task while ensuring quality, accuracy, and completeness in the finished product. This position will also require advanced software skills with both Excel and MS Word, and the ability to quickly learn internal systems and various automated budget projection worksheets as submitted for review. In addition, this position will require the ability to effectively communicate with Program managers on diverse and complex collection issues.


Education:  A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience:  Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.


1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.


The desired candidate should possess:
  • Experience using Microsoft Word, Excel (VLookups & Pivot tables);
  • Experience using the Maryland State FMIS System;
  • Experience performing accounting & compliance duties for Federal and State program funds;
  • Experience paying attention to detail with good analytical skills;
  • Experience understanding accounting regulations and procedures, including the Generally Accepted Accounting Principles (GAAP).
