POSITION DUTIES

This position provides accounting support to the General Accounting and Banking Services Unit of Child Support Administration through the development and maintenance of various complex accounting systems that include the General Ledger, the Child Support Enforcement System (CSES), online banking systems, and complex spreadsheets. All systems accounting require an advanced level of work examining, analyzing, and reconciling to the central disbursement bank account and all work must be performed in accordance with the Generally Accepted Accounting Principles (GAAP). The staff accountant in this position prepares the general ledger required to operate a centralized disbursement accounting system for the statewide issuance of Child Support payments. The system of collection and disbursement of child support checks is operationalized through DHS’s Child Support Enforcement Systems (CSES), State Treasurer’s Office (STO) Disbursement system and Electronic Funds Transfer (EFT) issuance systems in accordance with the Generally Accepted Accounting Principles (GAAP), state and federal rules and regulations. These advanced accounting systems result in the issuance of over 140,000 checks and an annual total amount of over $543 million dollars in child support collections and disbursements.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience in Accounts Receivable and Accounts Payable.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience in bank reconciliation and using online banking software. 

One year of experience using ADPICS and R*STARS for accounting purposes.

One year experience using Microsoft Excel (to include creating spreadsheets, using formulas, pivot tables/power pivots, analyzing/working with data and charts, etc.) and Microsoft Office Suite.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.

· Personal Leave - new State employees are awarded six (6) personnel days annually   (prorated  based on start date).
