Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive amonthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.

The agency is seeking to fill an Accountant Manager II position in its Administration Division, Data Control Unit.

Main Purpose of Job

This position serves as the manager of several teams within the Data Control Unit. These teams are responsible for membership enrollments, collecting and updating payroll data files from employers (over 150 individual employers) who participate in the System, and reviewing individual member records for correct balances of service credit and member contributions. These functions are currently accomplished through three separate teams of accounting and administrative professionals. Each team is led by a supervisor and this manager position currently has 15 total direct and indirect reports. All of these teams operate in a fast paced and deadline sensitive environment. The ability of these teams to produce high volumes of high-quality work is essential to the success of the Data Control Unit. 

Although this is a manager position and the position will serve as a key member of the leadership team of the Data Control Unit, this is a very “hands on” position.  Due to the volume of work to be accomplished and the deadlines associated with the work, the manager must enjoy “rolling up their sleeves” to help staff get the work done and must enjoy putting out “fires” through quick, but well-reasoned problem-solving decisions.  It is of paramount importance that the manager must have the ability to hire good staff, train staff to be successful in their jobs, and motivate staff to high performance levels.  Finally, this manager must have a passion for delivering outstanding customer service to external customers (participating employers and their staff of payroll professionals) and internal customers (agency staff).

• Strong reconciliations skills that are both thorough and efficient (this position is responsible for the reconciliation of the Annuity Savings Funds which has a balance of almost 12 billion dollars); and 
• Robust problem-solving skills to be able to analyze processes and procedures to identify opportunities for improvement.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in Accounting from an accredited college or university, or a bachelor's degree with30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records andreports by applying generally accepted accounting principles (GAAP) with three years of advanced duties in thearea of cost accounting, systems accounting, or federal fund accounting.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1) At least 5 years performing at least monthly reconciliations with at least 10,000 transactions and a value of at least $10 million. 

2) At least 3 years of demonstrated supervisory experience.
