The Water and Science Administration, Wastewater Pollution Prevention and Reclamation Program - Groundwater Discharge Permits Division is recruiting for a Regulatory and Compliance Engineer. This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Regulatory and Compliance Engineer I is an entry level position that will learn to serve as an Engineer in the Groundwater Discharge Permits Division to process industrial and municipal facilities (individual and general) groundwater discharge permit applications, draft permit requirements, and manage the permit project through the final decision to issue or deny a permit.  The work may include reviewing project hydrogeological reports and onsite system design, evaluating groundwater quality requirements and treatment systems and prepare the groundwater discharge permit. The incumbent may prepare fact sheets, public notices and written responses to comments, meet with applicants and interested parties, conduct and participate in public meetings, and issue the discharge permits. 

 

This position may include general permit development assignments and working closely with compliance staff on issues involving violations of State groundwater regulations.

 

 

Working conditions of the position include: 



§  Work involves infrequent exposure to uncomfortable or unpleasant surroundings. Site visits might include a review of treatment areas where smells or sights may be unpleasant. 

§  Work involves special physical demands such as climbing ladders to visibly inspect an outfall or pollution control device. 

§  Work requires the use of personal protective equipment. When conducting site visits, required equipment may include steel-toe shoes, safety goggles, and hard hats. 

 

This position requires the incumbent to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.

2. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:   Engineering degree (s) in one of the following disciplines:


§  Civil;

§  Environmental Engineering.


It is preferred that the selected candidate has the following:

§  Experience managing multiple tasks or projects;

§  Experience writing technical documents and/or previous coursework in technical writing;

§  Proficiency in Microsoft Office Suite;  

§  Proficiency in Geographic Information Systems (GIS).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
