The Maryland Department of the
Environment is charged with protecting and preserving the State's air, water
and land resources and safeguarding the environmental health of all Maryland’s
citizens. The Agency’s mission is to protect and restore the environment
for the health and well-being of all Marylanders with a vision of healthy,
vibrant, and sustainable communities and ecosystems in Maryland.
The Air and Radiation Administration, Policy and Planning Division is
recruiting for a Regulatory and Compliance Engineer Supervisor. This is a
position specific recruitment for the Maryland Department of the Environment
(MDE). This recruitment will be used to fill current and future vacancies for
this position/function only. The resulting eligible list will be maintained for
one year. Persons interested in future vacancies within this classification

POSITION DUTIES
The main
purpose of this position is to improve and maintain air quality in order to
protect the health and welfare of Maryland citizens and environment, while
providing for enhanced community service and economic development. The
Regulatory and Compliance Engineer Supervisor serves as the Division Chief and
will be responsible for managing the programmatic areas assigned to the Air
Quality Policy and Planning Division. The Division Chief
supervises professional staff and will perform a variety of
administrative, supervisory, and technical functions such as the development of
State Implementation Plans (SIP), implementation of public outreach campaigns
associated with air pollution problems, and review environmental impacts of
capital plans and projects.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area for the required education.
2. Candidates may substitute the possession of a Master's degree in engineering or architecture from an accredited college or university for up to one year of the required experience.
3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.
•Knowledge and/or experience creating, reviewing and utilizing Air Quality Emissions Inventories.
•Knowledge and/or experience utilizing/interpolating/understanding Air Quality Photochemical Modeling platforms and results.
•Knowledge and/or experience understanding Clean Air Act requirements for SIPs, as well as writing SIP revisions.
