Main Purpose of Job

The main purpose of this position is to serve as the Medical Deputy Health Officer and Medical Director for the Harford County Health Department programs.  The position provides clinical oversight and public health practice guidance to Harford County Health Department staff.  The position will promote the health of Harford County residents through public health interventions, advocacy and community partnerships.

Duties include:
  • Establishes and implements medical guidelines, policies, procedures, standards, quality assurance, quality improvement and controls;
  • Formulates public health policy and coordinates the activities for various services within programs;
  • Acts as clinical spokesperson for the Health Department;
  • Collaborates with community physicians and leaders in population health planning efforts;
  • Communicates with professional and community groups; and,
  • Performs other related public health duties.


Qualified candidates must possess a Degree in medicine (M.D. or D.O.) from an accredited college or university and a license to practice medicine in the State of Maryland or be eligible for a Maryland Physician license.

Qualified candidates must also possess one of the following:

  • At least 5 years experience in the field of public health.  
  • A master's degree in public health and at least 2 years experience in the field of public health.


Applicants for this classification must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current registration must be attached to the application.


This is a Management Service position and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
