Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ issues licenses, authorizing the operation of a business in Maryland; recommends certification, authorizing participation in the Medicare and Medicaid programs; conducts surveys to determine compliance with State and federal regulations; and provides technical assistance to licensees, consumers, and other stakeholders.

The Chief Medical Officer (CMO) oversees and directs all clinical services within OHCQ by providing technical supervision, initial and on-going training, mentoring, and precepting to surveyors and programmatic staff and also conducts surveys on behalf of CMS and MDH. The CMO provides consultation of complex clinical issues and the clinical appropriateness of health care services; interprets federal and State laws and regulations as they apply to health delivery systems; provides guidance regarding State and federal administrative and procedural requirements for licensure, certification, and survey activities; and provides technical assistance.

The CMO serves as the liaison to the local health officers, other Department physicians, and medical directors in hospitals, nursing homes, and other industries; reviews proposed and actual models of health care to determine the type of licensure and/or certification that is required; represents OHCQ on local, state, and federal workgroups and commissions; and reviews Maryland and federal proposed and existing regulations and laws. The CMO serves as a fact or expert witness in State and federal hearings.

The CMO develops and implements short- and long-range regulatory initiatives to enhance the agency’s regulatory efficiency and effectiveness; and serves on OHCQ’s Health Quality Account Grant committee. The CMO must understand the complexities of the full health care spectrum, including health care facilities and community-based programs.

This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State work site or from a remote work site based on the agency’s needs.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Doctor of Medicine (MD) degree from an accredited college or university, Board Certification, and two years of medical practice, preferably at a supervisory or administrative level.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess familiarity/knowledge of and/or experience with regulatory oversight of health care facilities; with the long term care industry; and with the complexities of the health care continuum.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State law. A copy of the current registration must be attached to the application.

2. Applicants for this classification must be certified by an American Medical Association Specialty Board in an area of medical specialization.
