POSITION DUTIES
This position addresses the most complex tasks and escalated issues as it pertains to the Database Management System (DBMS) of the Financial Management Information System (FMIS), which are DB2 system applications.
This position will be the project lead/Database Administrator and will perform day-to-day functions of monitoring, administering, recommending, and establishing the procedures which will improve the effectiveness and efficiency of the Database Management System.
This position also will develop, implement, and oversee new and revised Data Services applications and FMIS technical support policies, procedures, and standards as it pertains to the Database Management System.
Performs problem analysis of FMIS
applications to determine appropriate resolutions and timely corrective
actions. For more difficult issues, will
need to research the problem and recommend changes to users and
management. Will assist other members of
the team with any hard to resolve issues.
Monitors
the private Direct Access Storage Devices (DASD) and System Managed Storage
Direct Access Storage Devices (SMS DASD) pools to ensure space issues are
minimized during the nightly batch processing and daily system processing for
the FMIS Database System.
Perform
all processes required to setup the IBM Mainframe zOS Operating System Job
Control Language (zOS JCL) for production processing of the database system
maintenance process.
Responsible for
the back of all system files and Virtual Storage Access Method services files
(VSAM) for the Database Subsystem.
Main point of contact for
Operational and Database Management System issues (DBMS) issues.
Provides
operation and technical assistance to Annapolis Data Center (ADC), user
agencies and FMIS personnel for database issues.
Administer and schedule the FMIS
mainframe Disaster Recovery Systems (DRS) project in coordination with the ADC
DRS testing.
Coordinate year end closing (YEC)
activities and tasks for closing and rolling the financial system on a yearly
basis.
Prioritize
technical support projects and requests, develop work plans and deadlines.
MINIMUM QUALIFICATIONS
Experience: Six years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on computers or large client server platforms.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in Information Technology or other related field with specific coursework in the structure and use of automated information systems and four years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on computers or large client server platforms for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Our Preferred Candidate Will Have the Following
Technical experience working with JCL and IBM
mainframe utilities.
Technical experience in working with DB2 for zOS V11
or higher on an IBM mainframe and all related utilities.
Technical experience working with the Financial
Management Information System (FMIS) for the State of Maryland.
SPECIAL REQUIREMENTS
Employees in this classification may be subject to call-in 24
hours a day and, therefore, may be required to provide the employing agency
with a telephone number where the employee can be reached. Employees may be
furnished with a pager or cell phone.

Employees may occasionally be required to travel
to field locations and must have access to an automobile in the event a state
vehicle cannot be provided. Standard mileage allowance will be paid for use of
a privately owned vehicle.
