Introduction

The Department of Information Technology (DoIT) is looking for a Director who will oversee the day-to-day operations of the Web Services team. This role is responsible for the State’s overall web strategy, overseeing all development and infrastructure activities, and the operations and maintenance for multiple public-facing websites in SharePoint and WordPress. You’ll manage a team of staff and multiple vendors in the development and implementation of the overall technology-stack roadmap, deployment of ongoing site enhancements and fixes, and the ongoing health of site infrastructure.

DoIT’s enterprise web systems include hosted content management systems (CMS) and custom applications. These products are core solutions that provide content management and collaboration functions as well as secure access for internet, intranet, and extranet contributors. The State uses templates and reusable web parts and plugins that allows multiple sites with distinct statewide design and functional standards to be hosted on a centralized platform with 24x7x365 managed services, availability, and security monitoring.

POSITION DUTIES

Develop statewide standardization directives, policies, procedures, and standards related to web technology including program objectives, projects, contracts, operations of managed service offerings, and Web application security.  

Serve as a subject matter expert on all aspects of websites and web application technologies, including developing processes, technologies, and methods for protecting web servers, web applications, and web services such as APIs from attack by Internet-based threats.

Produce written statements of work, reports and actively tracking and analyzing program analytics. 

Serve as the point of contact for the managed services support contract for DoIT application hosting platform and the eGovernment Services Contract.

MINIMUM QUALIFICATIONS

Experience: Five years’ experience in each of the following: 
   
Managing web projects with the ability to provide evaluations of web system modification requirements and estimated cost, time, and resources.

Managing web programs, staff, and budget.

Ability to communicate technical project information to non-technical stakeholders to ensure clear understanding of project purpose, requirements, and implications.

Overseeing change implementation, testing, and release.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have the Following:

Working knowledge of CMS, including Microsoft SharePoint, WordPress, and Rube on Rails.

Experience working with AWS products.

Working knowledge with the following web technology, including HTML, CSS, JavaScript, TypeScript, and APIs, experience with React and jQuery preferred.

Experience with Web application security, including developing processes, technologies, and methods for protecting web servers, web applications, and web services such as APIs from attack by Internet-based threats.
