Main Purpose of Job

This position will function within the Office of Personnel Research and Innovation (OPRI). The incumbent will assist the Deputy Director of OPRI with processing and filing Student Loan Repayment Plan (SLRP) or Smartwork requests for repayment. Additionally, this position will assist with coordinating and conducting Performance Evaluation Program (PEP) audits. This position will also be trained and expected to act as a Human Resources Business Partner (HRBP) for State agencies with consolidated HR services under the Personnel Services Division (PSD). This position will also assist with minor research related to recruitment and retention, coordination of legislation or other Statewide reports or programs assigned to OPRI, and internal PSD tasks, as needed. 

POSITION DUTIES

SLRP requests for repayment are evaluated and processed in a timely manner.

Interactions and guidance offered for SLRP inquiries are accurate, timely and courteous.

 

The SRP database, spreadsheets, and files are updated and maintained appropriately.

HR guidance, assistance, or services to State agencies are delivered accurately, timely, and courteously PEP audit documents are stored and organized as received. DBM auditors and agencies receive frequently and timely communication to ensure timely completion and understanding of the requirements to complete the PEP audit.

 

File associates with the process are updated and maintained appropriately Fiscal note tracking is updated and maintained timely and accurately.

 

Follow-up with fiscal not writers occurs before due dates have passed, with clear instructions of what is required Research and ad hoc tasks are complete within establishes timeframes.

 

Research is comprehensive and analysis well-reasoned, with clear understanding of appropriate sources to cite.

 

Required training and tests are completed within established timeframes.

MINIMUM QUALIFICATIONS

Experience: Four years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, employee benefits, HR management or HR system support services.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience providing HR guidance, assistance, or services to State agencies within an accurate, timely, and courteous manner.

Experience conducting ad hoc research  and presenting the research in a comprehensive and analytical format with clear understanding of appropriate sources to cite.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
