The Maryland Office of the Public Defender is accepting applications from qualified candidates for the position of HR Officer II. This position will function as an Employee/Labor Relations Specialist within the OPD Human Resources Division to assist with labor relations and human resources matters, gathering, collecting, and maintaining documents and records required for contract and policy development, investigations, negotiations.

Main Purpose of Job

To function as an Employee/Labor Relations Specialist within the OPD Human Resources Division and assure the fair and equitable treatment of all employees.

POSITION DUTIES

To function as an Employee/Labor Relations Specialist within the OPD Human Resources Division and assure the fair and equitable treatment of all employees.
Duties of this position include, but are not limited to:
  •  Handles labor relations and human resource inquiries related to policies, procedures, and bargaining agreements 
  •  Reports to and works in conjunction with the Chief Human Resources Officer to adjudicate grievance conferences at the first step of the grievance procedure.
  •  Hears arguments from management and employees regarding the grievance appeal. Elicits pertinent facts and reviews objectively. Renders written decisions, on behalf of the Chief Human Resources Officer, in accordance with laws, rules, regulations and OPD policy in order to resolve the grievance. 
  •  Investigates employee infraction including meeting with the employee, considering mitigating circumstances, and recommending the appropriate disciplinary action to the appointing authority.
  •  Maintains knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources
  •  Collaborates in preparation of plans, policies, documents and reports including EEO-1, affirmative action plans, organizational charts, labor agreements and employee handbooks
  •  Collaborates with preparation of documents and records required for contract negotiations, meetings, and negotiations with employees and labor organizations 
  •  Reports to the Employee/Labor Relations Manager
  •  Performs other duties as assigned by the Public Defender

MINIMUM QUALIFICATIONS

Experience: Six years and six months of experience, two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist.

Notes:

1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.

3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field for up to six years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

 

2 years of experience working with SPMS, Workday and JobAps or other similar HRIS systems

 

Experience in Employee/Labor Relations work; conducting workplace investigations, imposing disciplinary actions, participating and understanding mitigation, grievance and appeal process, provide recommendations to management and employee for resolution of work related matters

 

Experience managing statutory timelines

 

Experience working with Unions/MOU

 

SHRM-CP or SHRM-SCP 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
