Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Cybersecurity Program Manager (Industrial Development Supervisor), within the Business and Industry Sector Development Division – Cybersecurity and Aerospace Unit.

 This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Cybersecurity Program Manager will pursue a set of specific deliverables to nourish, grow, and expand cybersecurity as a strategic industry in Maryland. This position's primary responsibilities include effective business/economic development, stakeholder communications, and advancement of Maryland as an epicenter and home to thought leaders within the cybersecurity community.  

POSITION DUTIES

The incumbent will cultivate and manage key partnerships with special interest groups, vendors, entrepreneurs, educators, legislators, investors, contractors, businesses, and organizations; connect and champion Maryland’s role in cybersecurity through special events, activities, programs, public relations and marketing efforts; represent Commerce at association, council, and community events of all types; direct and ensure successful development and execution of cybersecurity industry events; support grant management efforts; and facilitate Commerce’s participation in industry conferences both nationally and internationally. 

Travel throughout the State and occasional national and international travel.

The selected employee will possess excellent interpersonal skills; ability to work with high level public and private sector officials to cultivate and maintain effective working relationships;  excellent written and oral communications skills; possess the ability to handle multiple, concurrent, and high priority projects; have a working knowledge of grants management. 

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in cybersecurity, computer science, computer engineering, information systems, software engineering or a closely related discipline AND

Experience:  Six (6) years of experience in business or economic development or related business and technical experience in cybersecurity, information technology, or computer science field.

Notes:

1. Additional experience in business and technical experience in the cybersecurity field may be substituted on a year-for-year basis for the required education.

2. Up to two (2) years of experience will be granted for certifications earned at an accredited university or college in computer networking, cloud computing, cyber operations, cybersecurity digital forensics and other cybersecurity related fields at a rate of six (6) months of experience per 15 credits earned.

3. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving cybersecurity staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Describe in detail any job duties relating to the qualifications stated:

1) Professional technical subject matter expertise in one or more of the following: information systems and/or cybersecurity business/project management, technical business/economic development, cybersecurity threats and vulnerabilities, and the technologies to combat them; cybersecurity analytics, strategies and approaches for the protection of sensitive electronic data, and the digital systems in which they reside.

2) Must be versant in cybersecurity industry initiatives, successes, and challenges.

3) Experience with grants/ grant management.

4) Knowledgeable of resources available to Maryland Cybersecurity

5) Advanced Degree

6) Proficiency with the Microsoft Office Suite, and Google Mail and/or other relevant software.
