Main Purpose of Job

This is a contractual position responsible for providing in-depth review and analysis of nonpublic special education school budgets; providing programmatic technical assistance to local school systems and State agencies in maintaining compliance and providing community-based/nonpublic special education support services for students with disabilities.

POSITION DUTIES

Performs reviews and analysis of proposed budgets submitted by in-state and out-of-state nonpublic special education providers.;provides technical assistance in the oversight of Public/Private Partnerships developed between local school systems and nonpublic special education schools and  supports local school systems, State agencies and nonpublic service providers regarding programmatic issues related to nonpublic special education programs; facilitates annual in-service training meetings for nonpublic service providers and local school systems; prepares and provides written responses and other communications to inquiries from the general public, parents, educators and other interested parties concerning policy, procedures and/or regulations related to the nonpublic tuition assistance process.  Provides leadership in monitoring out-of-State nonpublic special education schools.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Special Education or related area.

EXPERIENCE: Four (4) years of professional administrative or teaching experience in an education program. Two years of the required experience must be in coordinating or administering education programs for a program serving individuals with disabilities.

NOTES:

1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.

2. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year experience in reviewing budget development and analysis.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of trends, regulations, policies, and issues governing programs for students with disabilities; knowledge of financial issues and budget analysis of educational programs; knowledge of implementing, monitoring, and program evaluation; knowledge of the nonpublic tuition assistance process; skill in maintaining effective working relationships; ability to interpret and apply laws and regulations governing nonpublic special education programs; ability to manage multiple tasks; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing, through the presentation of concise yet comprehensive training, analyses and reports.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
