Main Purpose of Job

This position provides technical assistance and support for Comprehensive Support and Improvement (CSI) schools and support to local education agencies (LEAs) and assists with the design and development of the processes and materials to support activities related to these schools. This position provides technical assistance to LEAs regarding adherence to requirements of the Every Students Succeeds Act (ESSA), including Title I school wide and targeted assistance programs, and for the ongoing design, development, implementation, and evaluation of these programs to improve the teaching and learning of disadvantaged children. Support is provided in the form of designing and developing processes and materials to support the activities of the division and there is responsibility for supporting the monitoring of school improvement grants, as assigned, that are administered by the Maryland State Department of Education (MSDE), Division of Curriculum, Instructional Improvement, and Professional Learning.

POSITION DUTIES

Provides technical assistance to schools and LEAs for school improvement, comprehensive school reform, and in the interpretation of ESSA. Researches and compiles best practices for school improvement and comprehensive school reform. Provides technical assistance in yearlong planning in their school improvement plans. Supports schools as they develop and implement their school improvement plans. Conducts and documents mandatory LEA visits for specific purposes (i.e., validation, schoolwide program, targeted assistance programs, schools in school improvement, professional development, teacher qualification, parent and family engagement, and Title I monitoring.) Administers timely written feedback to the school and central office staff following a monitoring session. Maintains 2-way communication with LEAs through phone calls, emails, letters, virtual meetings, and face-to-face meetings.  Secures resources or support for the LEA Title I Coordinators. Provides information on evidence-based programs to improve student performance to the central office.  Provides technical assistance to CSI schools and their LEAs on school improvement and on the interpretation of ESSA. Monitors, and recommends for approval school improvement grant activities including alignment with budget narratives and allowable, necessary, and reasonable expenditures. Ensure LEAs are maintaining programmatic and fiscal compliance with funds spent on improving CSI schools. Supports and assists with other duties and responsibilities as deemed necessary by the Director and/or Supervisors in the Title I – Program Improvement and Family Support Branch.

MINIMUM QUALIFICATIONS

Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university. 

Experience: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to the position option. 


Notes: 

1. Candidates may substitute two additional years of experience directly related to the position option for the required education. 

2. Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience. 

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland.  The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience managing the requirements of the Every Student Succeeds Act (ESSA)   
    
Experience with managing Title I or other federally funded grant programs    
  
Experience with the design and development of the process and materials to support the School Improvement process and the state and federal guidelines and compliance

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible (employment) list for at least one year. For education obtained outside of the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation will be required prior to hire. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
