This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

This position serves as a lead technical specialist in planning and school support in the Student Services and Strategic Planning Branch (SSSP). Provides technical assistance to Maryland State Department of Education (MSDE) and to local school systems in carrying out the planning, program, and fiscal requirements of the local Every Student Succeeds Act (ESSA) Consolidated Strategic Plan. Coordinates the Maryland College Application Campaign (MCAC) in accordance with the American College Application Campaign. Manages and provides technical assistance for the Rural and Low-Income Schools grant (RLIS). Provides support and expertise to the Student Services and Strategic Planning Branch in coordinating, developing, and implementing student services programs that support mental and behavioral health, and school climate and safety.

MINIMUM QUALIFICATIONS

EDUCATION: A Master's degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

EXPERIENCE: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to mental health, behavioral health and/or counseling.

Notes:

1. Two additional years of experience may be substituted for the master's degree or 36 hours of equivalent post-baccalaureate course work.

2. Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

-Experience in developing, implementing or consulting on a strategic planning project.

-Experience in use and analysis of data, evidenced-based strategies, and best practices for school and student improvement.

-Experience in writing progress reports, guidance documents and other products to convey information to a variety of audiences.


SPECIAL REQUIREMENTS
