Main Purpose of Job

The Chief of the Specialized Instruction Section is responsible for the supervision and management of staff responsible for Maryland’s College and Career-Ready Standards instructional and response to intervention strategies, support of federal grant initiatives, technical assistance and programmatic support related to students with high and low incidence disabilities; provides technical assistance and support to Local School Systems (LSSs) and Public Agencies (PA) to coordinate and facilitate the Maryland Individualized Education Program (IEP) document and the Maryland Online Individualized Education Program (MOIEP) tool and support the achievement of students with disabilities statewide

POSITION DUTIES

Supervises Program Specialists who assist LSSs and MSDE in the development, evaluation, implementation, and monitoring of instructional strategies and intervention practices to improve academic outcomes for students with disabilities in accordance with the federal Individual with Disabilities Education Act (IDEA), Every Student Succeeds Act (ESSA), and the State Bridge to Excellence (BTE) with regard to student achievement, student growth and gap reduction; provides programmatic and technical assistance and support to PA/lliE/LSSs on competitive and non-competitive Federal Part B Discretionary Grants and pass-through grant funds by coordinating and participating in the design and provision of targeted professional development at the State and local jurisdiction levels for improving the quality and delivery of services and instruction for infants, toddlers, children and youth with disabilities and their families; provides technical assistance and support to LSSs to help coordinate/facilitate aspects of the development of the Maryland IEP form and format, as well as the MOIEP.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree in Special Education or equivalent 36 post baccalaureate credit hours of course work in Education Administration/Supervision, Education, Special Education or a related field. 

EXPERIENCE: Five (5) years of professional experience in or affiliated with special education administration programs or services directly related to the position education.

NOTES:

  1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
  2. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year experience with instructional strategies and intervention practices designed to improve academic outcomes for students with disabilities.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of State & federal laws, regulations, policies, & issues affecting children with disabilities & their families; knowledge of federal grant initiatives, & College & Career-Ready Standards, intervention strategies; skill in staff supervision for providing programmatic support related to students with disabilities; ability to manage multiple tasks; ability to interpret & apply laws and regulations; ability to establish & maintain working relationships; ability to communicate clearly & effectively both orally & in writing, through the presentation of concise yet comprehensive training, analyses & reports
