Main Purpose of Job
Provides leadership & direction for the Section, within the Performance Support and Technical Assistance Branch, & Division for administration of the IDEA, Part B/619 Preschool Grant; provides programmatic technical assistance to local lead agencies, local school systems & public agencies; supervises staff responsible for the provision of programmatic technical assistance for program improvement; administers Healthy Families/Home Visiting grant program
POSITION DUTIES
Provides programmatic leadership & supervision for
the implementation of a Statewide seamless comprehensive Birth through Kindergarten
system of coordinated early childhood intervention & education services
through the administration of the Preschool Special Education Grant Program (Part
B, Section 619, of the Individuals w/ Disabilities Education Act); ensures accountability
for child & family outcome measures & reporting on preschool indicators
in Part B State Performance Plan & Annual Performance Report; provides technical
assistance & support to lead
agencies, school systems & public agencies on the implementation of
evidence-based/family-centered practices in Natural/Least Restrictive
Environments, the development of routines-based IFSP outcomes & standards-based
IEP goals leading to improved child outcomes for children with disabilities
ages birth through Kindergarten, & a narrowing of the school readiness
performance gap with typically developing peers. Implements a data-informed decision making
process for State & local program improvement; collaborates with other
divisions & agencies on activities addressing school readiness for young
children with developmental delays & disabilities.
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a Master’s Degree or equivalent 36 credit
hours of post-baccalaureate course work.
EXPERIENCE: Five (5) years of administrative or teaching
experience in, or affiliated with, an education program, including two years of
experience in coordinating or administering an education program or service
directly related to the position option.
NOTES:
1.
Two
additional years of experience directly related to the position option may be
substituted for the required Master’s Degree.
2.
Possession
of a Doctorate in a field related to the position may be substituted for one
year of the required experience.
3.
The
required field of education and experience are unique for each option and are
established by MSDE in accordance with Education Article, Section 2-104 of the
Annotated Code of Maryland. The specific education and experience
qualifications for each position are on record in the Human Resource Management
Branch of the Division of Business Services of the Department of Education.
4.
Candidates may substitute U.S. Armed Forces
military service experience as a commissioned officer in Education Program
classifications or Education Program specialty codes in the Education field of
work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One
year supervisory experience of a Special Education or Early Intervention
program servicing individuals with disabilities and their families.
