Main Purpose of Job

The main purpose of the position is to process applications for Core of Knowledge, Continued, and Pre-Service course training for the Office of Child Care. This position is responsible for providing support in planning, organizing, and implementing the trainer and training approval processes. This position is responsible for inputting information into the Child Care Administrative Tracking System (CCATS), providing responses to applicants concerning submissions, and providing technical assistance to potential and approved trainers. This is position is a technical program expert for the approval of early child care training and provides direct specialized assistance in writing early childhood training proposals to approved trainers. This position leads a team of expert early childhood trainers in the review of all training proposals and conducts quarterly meetings and training for all early childhood trainers. This position interprets and explains federal laws to approved trainers and provides updates on regulations and policies pertaining to training approval and approved training requirements. This position will ensure statewide availability of training for child care providers through trainers that are approved by OCC. This position will also assist with planning, organizing, and implementing the yearly Trainers conferences. This position will Co-chair the Training Advisory Council meeting. The COMAR governing child care centers and family child care require child care providers and staff to complete training prior to registration, licensure, and assuming the responsibilities of certain positions within child care programs and complete a certain number of continuing training clock hours on an annual basis. In addition, the Maryland Child Care Credential and Maryland EXCELS programs require continued training above the amount required by licensing and registration requirements. Coordinates fiscal monitoring of financial records and grants in adherence to all policies and procedures regarding procurement, contracts, and accountability of grants.

POSITION DUTIES

Evaluates transcripts and training records and enters information in the Child Care Administrative Tracking System (CCATS) for approved core of knowledge, pre-service and continued training offerings. Generates technical assistance letters based on feedback from training review committee. Monitors trainings conducted by approved trainers through approved trainers records of records of workshops and coordinates on-site monitoring visits. Investigates complaints regarding approved trainers. Maintains a system for tracking, monitoring and updating information received from applicants and approved trainers. Tracks new and renewal applications, training proposal submissions and quarterly reports. Monitors submissions for completeness and accuracy.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree or at least 36 hours of equivalent post-baccalaureate course work in Early Childhood Education, Teaching, or a related area.
Experience: Three years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.
Notes:
1. Two additional years of experience may be substituted for the Master’s degree or 36 hours of equivalent post-baccalaureate course work.

SPECIAL REQUIREMENTS

Applicants are subject to a criminal background investigation in accordance with the federal Family Law Article, Section 5.  Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs. Person appointed to position in this classification will be assigned duties which require the operation of a motor vehicle including a car, five-passenger van, and a 12-passenger van. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
