POSITION DUTIES
This contractual professional position coordinates the Nonpublic Textbook Loan Program (Program) within the Office of Grant Administration and Compliance. The Program provides State funding to eligible private and parochial schools for secular classroom books, electronic equipment, and software. The Program is the gateway to Maryland State Department of Education (MSDE) funding resources for nonpublic schools. This position works closely with MSDE staff for nonpublic programs, Office of Procurement and Contract Management, and Fiscal Operations and Accounting Branch.
Approximately 350 nonpublic schools apply annually for the Nonpublic Textbook Loan Program. This position requires direct interface with school principals, approximately 200 textbook and technology vendors, and members of the State Superintendent’s Nonpublic Schools Workgroup. This position reports directly to the Nonpublic Schools Program Manager.
Duties include:
- Provide technical assistance to nonpublic schools as they apply for and participate in the Program.
- Conduct annual outreach efforts to nonpublic schools about the Program.
- Interpret and explain rules, program regulations, and procedures through training sessions and written communications.
- Promulgate annual program guidelines and standard operating procedures.
- Manage the collection of school applications via an integrated web-based application site.
- Coordinate with MSDE staff to ensure timely approval, ordering and payment for eligible program materials.
- Resolve textbook and materials vendor payment issues.
- Work with MSDE staff to resolve IT and Financial Management Information Systems (FEMIS) problems, and to develop efficiency improvements.
- Evaluate program effectiveness.
- Conduct annual on-site visits or desk reviews of participating schools to monitor compliance.
MINIMUM QUALIFICATIONS
Education: A Master's degree or at least 36 hours of equivalent post-baccalaureate coursework from an accredited college or university.
Experience: Three years of experience in fiscal management working with professional budgets, accounting standards, procurement, funding, audit, and grants management.
Notes:
1. Candidates may substitute a Bachelor’s degree and two additional years of experience as described above for the required education.
2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104, Annotated Code of Maryland.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
• Education in Accounting, Business Administration, Economics, Finance, or Public Administration.
• Experience with data management software.
• Experience coordinating or administering a program in a Nonpublic School setting.
• Experience providing technical assistance and/or training.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
