Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ issues licenses, authorizing the operation of a business in Maryland; recommends certification to the Centers for Medicare and Medicaid Services (CMS), authorizing participation in the Medicare and Medicaid programs; conducts surveys to determine compliance with State and federal regulations; and provides technical assistance.

The Director of Administration oversees all OHCQ personnel functions, including recruitment, hiring, and separations; manages the processes for performance evaluation, teleworking, timekeeping, and leave requests; and develops, coordinates, and ensures training and development of all staff. This position establishes administrative policies, procedures, and processes; develops and maintains the agency’s emergency plan; oversees document management, including retention, archiving and destruction of all records; ensures compliance with requirements of the leased space; and oversees the inventory process. All of these activities directly support OHCQ’s mission to protect the health and safety of Marylanders across the health care continuum. 

This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State work site or from a remote work site based on the agency’s needs.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university and six years of administrative or professional experience, three years of which must have been at a supervisory or management level.

A master’s degree will substitute for one year of general experience.  A doctorate will substitute for two years general experience.  Additional experience will substitute year-for-year for the college degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:
  • Experience managing the administrative functions of an Agency; and,
  • Experience with document management and record retention.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
