Main Purpose of Job

This position serves as the agency's Assistant Director for Administration as well as the agency's Emergency Administrator, consistent with regulatory guidelines. The incumbent in this position ensures the effective and efficient use of all financial and material resources and the delivery of quality services to the public and to assist the Director and executive staff in the support of line staff. This position will enhance the delivery of customer service by providing efficient management of the following departments: Finance, Human Resources, Information Technology, Procurement, and Central Services. To ensures that the agency is able to respond to emergencies that hinder normal operations as well as require the provision of emergency services to the public, including the operation of citizen shelters, reception centers and family assistance centers. Oversees and manages Finance, Human Resources, Procurement, Information Technology and Central Services operations. Supervises employees on policies and procedures applicable to State, County, and Federal law and the development and implementation of plans to improve job performance and participating in administrative responsibilities to insure adequate and improved job performance. Leads the Agency's Emergency Management Team in developing policies and guidelines and staffing drills.

  • Directing all Agency budget functions to ensure fiscal stability of operations.  This includes directing the preparation, management, and monitoring of State, County, and various Program budgets. 
  • Directing all procurement and purchasing functions to include preparation of solicitations, contract preparation, processing monitoring and administration.
  • Directing all Agency Information Technology and Telecommunication activities.
  • Direct all Human Resources operations of the LDSS.  Supervises the HR Officer.  Coordinates with HRDT to ensure compliance with all HR rules, regulations, and guidelines. Chairs the Local Management Committee (LMC).
  • Directing all Agency administrative support services to include facilities management, fleet management, and inventory including surplus equipment disposal. 
  • Liaison to local government entities.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.
Experience: Ten years of experience in state or local government Finance, Procurement, Budgets, or Human Resources, with five of these years of experience being in a supervisory role.

Notes:
Candidates may substitute a Bachelor's degree from an accredited college or university with five years of experience in Finance, Procurement, Budgets, or Human Resources for every 30 credit hours required. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Ten years of experience in finance, procurement, Budgets, or Human Resources  
  • Five years of Financial Management Information System (FMIS) experience 
  • Five years of FEMAS and  D-365 experience 
  • Three years of experience using Workday software

Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

Annual Leave - ten (10) days of accumulated annual leave per year.

Sick Leave - fifteen (15) days of accumulated sick leave per year.  

Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays - State employees also celebrate at least twelve (12) holidays per year.  

Pension - State employees earn credit towards a retirement pension.
