Main Purpose of Job

This position serves as the Chief of Operations, OBM in PHPA. This position helps plan, direct, and implement all administrative support services in PHPA. The position is responsible for assisting with oversight and implementation of administrative and other actions in support of program operations including all procurement activities relating to commodities, grants, Interagency Agreements oversight of the Service Level Agreements with MDH Office of Enterprise Technology, personnel services, communication, inventory control, space, fleet, records retention, and facilities’ operations, including emergency preparedness to ensure continuity of operations in the event of an emergency or incident whereby the relocation of PHPA staff to another building or facility is necessary to continue routine operations. The position directly supervises approximately one (1) Procurement Manager and oversees the supervision of two (2) Procurement Officers III, Two (2) Procurement Officers I and two (2) administrative staff through subordinate supervisors.

MINIMUM QUALIFICATIONS

Qualified candidate must possess a bachelor's degree from an accredited college or university and 5 years of experience in government procurement, at least 2 years of which must include procurements of multi-year contracts in excess of $1million.  Candidate must also possess 3 years of managerial or supervisory experience.

Selected candidate must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment

Applicants may substitute additional procurement/contracting experience at the rate of one year of experience for 30 credit hours, up to 120 credit hours.

DESIRED OR PREFERRED QUALIFICATIONS

NIGP Certification strongly preferred
