Main Purpose of Job

This position serves as the Director of the Maryland Community for Life program. Community for Life is an innovation program within the Maryland Department of Aging. This program is unique to the State of Maryland and is in a period of substantial growth. The position requires a candidate that is a self-starter, creative, analytical, organized, and has experience managing and administering a program. This position will require the following qualifications: budget experience; research experience; time management; the ability to identify opportunities for growth; public speaking experience; strong oral and written skills.  This is a Management Service position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Establish overall policies and procedures for the program, oversee the implementation and approve revisions;

Establish and evaluate goals, standards, and controls for the program based on strategic objectives;

Plan programs from start to finish, including identifying processes, deadlines, and milestones;

Oversee and manage financial resources for the program;

Assist potential partners with the development of a program proposal and budget;

Develop short and long-range plans for program operations and resources;

Oversee and manage all providers throughout the state;

Maintain all records for the program;

Draft reports and writes briefs;

Represent the program and department in a liaison capacity with managers, officials of other agencies, and public officials concerning program activities;

Identify key stakeholders and research opportunities for growth and promotion;

Provide high-level updates to the executive team;

Assist with special projects as directed by the Secretary or Deputy Secretary;

Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Eight years of experience in administrative, professional, or technical work, three years of which must have involved supervisory experience and exercising responsibility for program and budget development.

DESIRED OR PREFERRED QUALIFICATIONS

MBA, MPA, or related graduate degree preferred.

Experience in budget management tasks, such as the preparation and management of financial planning, monitoring performance against estimates and annual budgets.

Experience managing programs including developing policies and procedures, creating and implementing reporting tools, and ensuring sound financial management.

Experience providing technical assistance and oversight to grant recipients.

Exceptional written and oral communication skills.

Experience with Microsoft Office Suite, with advanced skills in Microsoft Excel, and Google Suite.
