Main Purpose of Job

The Assistant Executive Director positions serves to assist the Executive Director and act on behalf of the Director (during absence) in all matters regarding the administration, management and operations of the agency. This position provided direct oversight of the Private Home Detention agency licensing and monitoring activities to ensure compliance with standards and regulations.

POSITION DUTIES

  • Manages and participates in private home detention agency and correctional facility audits and monitoring visits to determine levels of compliance with standards addressing life, health and safety, constitutional issues. 
  • Serves as audit team leader and participates in facility audits to determine levels of compliance with minimum standards for adult correctional institutions, adult detention centers, adult community correctional facilities and private home detention agencies.
  • Receives and processes private home detention agency applications, collection of fees, issuing licenses, and preparation of all related correspondence.
  • Assist in the evaluation of materials/documentation submitted by facilities/agencies to demonstrate compliance with policies and corrective actions implemented to correct deficiencies. Researches and recommends standard compliance updates.
  • Participates as part of the Commission staff at public and administrative meetings and professional conferences to engage in discussions about standards related issues.
  • Corresponds with Commission members and correctional administrators by preparing audit reports and related written materials.
  • Assists the Executive Director in the performance of personnel and fiscal responsibilities by contributing to performance evaluations and monitoring procurement to maintain appropriate budget expenditures.
  • Travel is required to audit state and local facilities and private home detention monitoring agencies in the state of Maryland.
  • Training certification as a trainer for the MCCS Duly Authorized Inspector Training to certify correctional staff as auditors for standard audits. 

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university, in the criminal justice, political science, public administration, social or behavioral science or a related field.
Experience: Eight years of experience of professional administrative and/or professional work.  Five years of this experience must have involved one or more of the following:  working at managerial and/or supervisory level in the supervision of other employees, overseeing and coordinating the general operations of a unit, applying, or exercising responsibility for policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the general required experience.

SELECTIVE QUALIFICATIONS

Two years or more of experience in auditing security operations, medical services, fire safety, food service, environmental requirements, property management, inmate rights, case management and/or administrative records at a correctional facility and/or agency.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Professional/administrative experience working with correctional staff and adult criminal offenders, supervising, managing, providing training and/or formal guidance to professional or administrative personnel.

2. Experience auditing professional groups/organizations for compliance with applicable laws, regulations and policies and researching and developing written guidance, policies, procedures and/or standards, as regulated by federal and state legislation. 


LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
