Introduction
This is a Management Service position that serves at the pleasure of the Appointing Authority.
The Department of Natural Resources (DNR) leads Maryland in securing a sustainable future for its environment, society, and economy by preserving, protecting, restoring, and enhancing the State’s natural resources. DNR is currently accepting applications for an Program Manager II. This position is responsible for the overall administration of the Real Property Acquisition and Management Division of the Land Acquisition and Planning Unit. The Real Property Acquisition and Management Division includes real property fee simple acquisitions funded through Program Open Space Stateside and the real property management function that includes maintaining all departmental land records, managing real property transactions and conveyances involving department lands including leases and the Resident Curatorship Program. The position relates directly to the mission of the agency by aiding the Department in its stewardship of Maryland’s natural resources, assisting in providing an integrated and self-sustaining network of public lands and open space, and providing efficient and effective operations.

POSITION DUTIES
The Department of
Natural Resources, Land Acquisition & Planning Unit, located at the Tawes
State Office Building, Annapolis, Maryland, is currently accepting applications
for a Program Manager II. This position
is responsible for the overall administration of the Real Property Acquisition
and Management Division of the Land Acquisition and Planning Unit. The Real Property Acquisition and Management
Division includes real property fee simple and easement acquisitions funded
through Program Open Space Stateside and the real property management function
that includes maintaining all departmental land records, managing real property
transactions and conveyances involving department lands including leases and
the Resident Curatorship Program. The
position relates directly to the mission of the agency by aiding the Department
in its stewardship of Maryland’s natural resources, assisting in providing an
integrated and self-sustaining network of public lands and open space, and
providing efficient and effective operations.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an
accredited four-year college or university.
Experience: Six years professional
experience including:
Four
years of experience negotiating the acquisition, disposal, development,
management or leasing of real property.
Or
Four
years of experience related to real property issues including managing land
records, conducting or managing property surveys
in the field, or GIS.
DESIRED OR PREFERRED QUALIFICATIONS
Two (2) years of experience involving one or more of the following: overseeing and
coordinating the general operations of a unit/division/program, applying rules
and regulations, or exercising responsibility for the development of policies
or procedures.
Two (2) years of experience in the
supervision of employees.
Two (2) years of experience working with or for federal, state, or local government agencies or units.
