The Maryland Department of the Environment (MDE) is seeking applicants to fill a Program Manager II position within the Water Supply Program/Water and Science Administration.  This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for the position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.  

The mission of the Water Supply Program is to ensure safe and sustainable supplies of water for drinking and other purposes to meet current and future needs of communities and ecosystems. This mission is accomplished through proper planning for water withdrawal, protection of water sources that are used for public water supplies, oversight and enforcement of routine water quality monitoring at public water systems, regular onsite inspections of water systems, and prompt response to water supply emergencies. The Water Supply Program's activities help to ensure safe drinking water for more than 5.7 million Marylanders.

Main Purpose of Job

The Program Manager II will function as the Division Chief of the Planning and Compliance Division within the Water Supply Program. The incumbent in this position will be responsible for the management of enforcement actions to support compliance efforts required by other divisions of the Water Supply Program. These efforts include conditions of Maryland Water Appropriation Permits, State law pertaining to the testing for lead in schools, provisions of the Safe Drinking Water Act (SDWA) violations, and enforcement related to the Board of Waterworks and Waste Systems Operators and the Board of Well Drillers.  

This is a supervisory position responsible for the supervision of Environmental Compliance Specialists, Natural Resource Planners, Regulatory and Compliance Engineers and Administrative personnel.  The Program Manager II is a Management Service position that serves at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, other appropriate technical discipline, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Four years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

NOTES: (1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education. (2) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
