Senior Housing Policy Analyst

The successful candidate will work as part of an experienced research team and will have ample opportunity for professional growth. The incumbent will conduct extensive economic and market-oriented analysis for DHCD. The incumbent will also conduct public policy analysis to develop the state’s comprehensive plan, analysis of impediments to fair housing as well as develop reports, to include policy-oriented research for legislators and business leaders.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Senior Housing Policy Analyst helps direct and coordinate the Department’s unique housing and community policy research and recommends appropriate policy actions to Director and the Director of Legislative and Federal Affairs/Chief Policy Officer. 

The Senior Housing Policy Analyst also designs the framework required and coordinates with programs on the development of the State Consolidated Plan and provides analysis of the impact of federal legislative initiatives on the State of Maryland.  The Senior Analyst will seek and analyze data required to support housing conditions statewide and for all jurisdictions as well as coordinate all federal reporting. 

The Senior Housing Policy Analyst will be an integral part of Research and work on ad-hoc projects and reports as assigned.  Travel to parts of the state for public hearings is a requirement for this position.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited university in economics, sociology, public policy, humanities or a related field.  

Experience: Five years of experience conducting public policy, reporting and related data analysis.

DESIRED OR PREFERRED QUALIFICATIONS

  • Master’s Degree in Public Policy, Sociology, Data Science or Humanities.
  • Ability to work independently on complex projects using derived methodology. 
  • Proficiency in statistical analysis, database management, data sources and cleansing.
  • Knowledge of economic data modeling, statistics and research methods.
  • In depth knowledge of segmentation, regional and national economies.
