Introduction

This is an INTERNAL RECRUITMENT limited only to the current Employees of Maryland Department of Housing and Community Development (DHCD). This is a Management Service position with full Maryland State Benefits. 
 
Work that Matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of the development of affordable multifamily rental housing. The Department has an immediate opening for a Program Manager III, Deputy Director of the Division of Credit Assurance (DCA), Administration & Policy. The Division’s purpose is to maintain continued security of single and multifamily loans made by DHCD and the quality of the communities funded with those loans. The goal of this activity is to ensure the viability of the State’s security and the benefits to low- and moderate-income Marylanders. The Deputy assists the Division Director with the administration and direction of the unit; and, in the absence of the Director, may serve as the principal manager of the organization.

The person in this position assists in the oversight of a staff of 58 that is responsible for monitoring the performance of the approximately 1625 multifamily loans for projects financed by DHCD. DCA also provides asset management for a growing portfolio of business loans under Neighborhood Business Works Program (NBW), with an outstanding loan balance of well over $36.8 million, serving entrepreneurs from all over the State of Maryland. The Deputy also has oversight of the Single-Family portfolio of over 26,000 loans with a principal balance of approximately $1.043 billion.

The person in this position is responsible for the management of personnel actions, the development of short and long- range goals, and the completion of other general administrative functions for DCA Operations. The Deputy assists with the development of the Divisional operating budget and works to see that the costs estimated in that budget are not exceeded. The Deputy assists in establishing divisional policies and procedures, and oversees revisions and updates to those policies and procedures.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Division of Credit Assurance Deputy Director and Director of Administration and Policy provides oversight to both the Director of Single-Family Operations and the Director of Multifamily Operations with regards to asset management, mortgage insurance programs management, and acquisition. Additionally, this position is responsible for personnel and resource planning, budget, and policy direction. The Deputy plans, directs and administers all aspects of the division’s multimillion-dollar stewardship of the agency’s programs which has a broad scope and major impact on agency missions and operations. The Deputy may stand in for the Director when they are unavailable, and may speak on their behalf. Additionally, the Deputy establishes overall divisional policies and procedures for the unit, oversees their implementation, evaluates their effectiveness and approves major revisions.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in supervision of staff involved in asset management, or similar experience within State or Federal housing agencies.

1. Additional professional and job experience as defined above may be Substituted for on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that includes the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in Real Estate Owned management of foreclosed properties
  • Excellent writing and general communication skills
  • Four years management experience with a State Housing Finance Authority or Federal Housing Agency in supervision of staff performing single and/or multifamily asset management, commercial loan management, loss mitigation activities
