Main Purpose of Job

This position is a senior level position within the Clinical Services Division and will serve as Assistant Director for Administration and Program Implementation. This position will assist the Director, Clinical Services and the Deputy Director, Clinical Services with providing senior managerial oversight of all publicly funded behavioral health services for adults and older adults. This position will be responsible for providing supervision, on-boarding new staff, mentoring managers, developing policies, project management, and ensuring timely response to constituents.

This position will also assist with leading and managing the day-to-day operations and administrative service aspects of the Division in addition to providing oversight and direction over program service area. The division is comprised of 58 (state merit and special payment payroll) staff. Duties will consist of providing technical assistance to local jurisdictions with addressing clinical related treatment issues and improving service quality. This position will track communication flows, assist with resolving issues, follow-up on critical incidents, oversee budgets, coordination of care, access to care, implementation of Medicaid waivered services, and other personnel related issues.


Qualified candidates must possess a master’s degree from an accredited college or university in health services, business management, policy, psychology, mental health, social work or substance use disorders and at least 6 years of professional health or human services experience, three years of which must include experience providing human services or behavioral health services at a managerial level.  Management level experience is defined as program development, implementation and evaluation including supervision of subordinate supervisors and program staff.


Preferred candidates should possess the following:

  • Experience with management and policy experience, preferably in mental health and substance use disorders. 
  • Experience in team building, change management, and supervising mid-managerial level staff.  
  • Strong problem solving, writing and communication skills. 
  • Knowledge of best practices, current treatment options, and community supports for the population impacted by mental health and substance use disorders.


This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
