Introduction

This is a Management Service position that serves at the pleasure of the Appointing Authority. This is a position specific recruitment for the Maryland Department of Natural Resources, Fishing and Boating Services Unit.  The resulting eligible list will be used to fill this position only.

LOCATION OF POSITION

Statewide (Main office is Tawes State Office Building, 520 Taylor Avenue, Annapolis, Maryland (Anne Arundel County). Option for telework and flexible work locations.

Main Purpose of Job

To serve as Maryland’s Director for Aquaculture and direct all program operations consistent with the Department’s mission to support the responsible development of the State’s aquaculture industry while protecting and enhancing our fisheries and natural resources. The Director oversees a multifaceted portfolio working on regional marine aquaculture industry projects. The Director manages 8-10 reports and is responsible for providing the strategic vision for advancing a strong aquaculture industry in Maryland. The Director establishes program goals and standards; develops and monitors budget; is responsible for personnel management and development; administers permitting and leasing program, oversees public communication; and represents the Department to state & federal agencies and organized constituent groups.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management, or development.

Experience: Seven years of experience in natural resources planning or applied environmental science.

Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological or environmental sciences and one year of experience in natural resources planning or applied environmental science for the required education.
2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences for up to three years of the required experience.
3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences for up to five years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience in managing multiple teams of subordinate supervisors.
2. Experience in managing budgets, hiring, fiscal management, organizational management, and administration within the State of Maryland system.
3. Experience in working with other State and Federal agencies.
4. Experience with data-driven decision-making, executive management, and the ability to work with multiple disciplines in a fast-paced environment.
