POSITION DUTIES

This position provides management and oversight to Maryland Correctional Enterprises (MCE) Operations. MCE is a multifaceted financially self-supporting manufacturing and service operation within the Department of Public Safety and Correctional Services responsible for the rehabilitation of incarcerated individuals through structured work and life skills training. The agency has an annual budget exceeding $50 million with twenty-six business units in nine major industry groupings including graphics, office furniture, AutoCAD office design, metal fabrication, food processing, apparel/textiles, and agriculture, laundry services, and recycling. The Chief Operating Officer is responsible for the following departments within MCE: twenty-six manufacturing and service business units, sales, customer service, marketing, transportation, and warehousing. These units employ several civilian personnel and approximately 1,000 incarcerated individuals. This position holds appointing authority for the agency in the absence of the Chief Executive Officer.

  • Must have a proven track record of successful financial and operational management
  • Must have the ability to delegate effectively
  • Must possess executive level communication and influencing skills with the ability to resolve issues, build consensus among groups of diverse internal and external stakeholders and have proven skill in negotiating and mediating conflict.
  • Must have excellent customer service skills

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree from an accredited four year college or university
Experience:  Five years of administrative or professional experience working on an executive leadership team, overseeing a public or private enterprise's finances, operations, special projects and/or business strategies. Three years of this experience must include high volume production management experience. .
Notes
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education. 
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience. 
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Five years’ experience in fabrication/production/manufacturing or business administration

Experience reviewing and making recommendations regarding financial statements and budgets.

Experience using Microsoft Office applications and/or advanced IT systems to include ERP software.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland
