Main Purpose of Job

The Maryland Department of Natural Resources, Forest Service is seeking a candidate to fill the position of Associate Director for Policy and External Programs. The position is assigned to the Tawes Building office located in Annapolis, Maryland. Position is responsible for providing leadership and administration of unit-wide policy and partnership projects to achieve Maryland Forest Action Plan Priorities, with primary responsibility for advancing climate response actions mandated by the Five Million Trees Initiative established by the State Legislature. The position also oversees all Urban and Community Forestry Programs and serves as the Legislative Liaison for the Forest Service, working directly with the Director/State Forester, subject matter experts on staff, and the Departmental Legislative Liaison to respond to Legislative proposals affecting the agency and the state’s forest and tree resources.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in forestry, urban forestry, environmental science, landscape architecture, or natural resources planning, management, or development.

Experience: Nine years of experience in administrative staff or professional work in forestry, urban and community forestry, natural resources planning or an applied environmental science. Three years of this experience must have involved one or more of the following: the supervision of other employees engaged in forestry, urban forestry, or natural resources activities, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.


Notes:

1. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required non-supervisory experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Extensive experience in oversight of tree planting programs, technical and professional urban and community forestry work, knowledge of arboricultural standards and safety practices, and knowledge of state and federal forestry programs.
  • Significant experience in legislative and regulatory processes at the state level.
  • Experience preparing and monitoring budgets, including oversight of federal grants and contract administration.
  • Experience working and developing partnerships with non-profit organizations, educational institutions and members of federal, state and local governments.
  • Significant experience managing and supervising a staff of diverse individuals.
  • Excellent communication skills, including public speaking and presentation skills, and written communication skills.
  • Complex problem solving skills.
  • Proficiency in Microsoft Office applications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Persons appointed to this classification must obtain State of Maryland Qualified Professional for Forest Conservation Act and International Society of Arboriculture Certified Arborist credential before the end of their probationary period.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
