Introduction

The Maryland Department of Commerce is seeking qualified applicants for Senior Director, Regional Growth & Retention in its Division of Business and Industry Sector Development (BISD).

This recruitment is limited to existing Maryland Department of Commerce Employees only.  

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The primary focus of this position and it's staff is to enhance the economic vitality of the state through retention and expansion of businesses and industry across Maryland and promote regional investment. This is a managerial position; the primary responsibilities of the role include the overall management, supervision, development and oversight of the of the Office’s twelve regional business development representatives, each representing different regions of the State, including the development and implementation of their regional strategic work plans; the Director has statewide responsibility.

POSITION DUTIES

The Director links Maryland companies to partners and services which support business growth and retention.  This position works closely with other units within the department to ensure collaboration with companies, economic development organization partners and stakeholders. The Director also works closely with local economic development officials, company CEOs, senior leadership, local and state elected officials and other partners and stakeholders to facilitate the creation and retention of jobs and increase capital investment across the state. The Director links Maryland companies to programs, partners and services that support business growth and retention, including federal, state, and local public resources and private resources to address strategic planning and marketing; technology implementation, development, and commercialization; workforce development; regulatory and permitting assistance; financing assistance; manufacturing modernization; business location services; and business-to-business and business-to-government partnering opportunities.  Travel throughout the State and some evening meetings are required.

The selected employee will have demonstrated knowledge and skills in business needs assessment, strategic business planning, and real estate ventures; possess strong administrative, organizational, project management, written, oral and interpersonal communications skills, and ability to work with high-level public and private sector officials; be knowledgeable of Maryland’s current state, federal, and private assistance programs; and possess the ability to execute concurrent projects in a timely manner; and have a working knowledge of grants, budgeting, and finance. Candidate should be proficient the Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software.  

MINIMUM QUALIFICATIONS

EDUCATION: Candidates must possess a Bachelor's Degree from an accredited college or university in Business Management or Administration, Economics, or a related field
              AND 
EXPERIENCE: At least eight (8) years of recent professional experience in industrial, business, or economic development, planning, marketing, commercial real estate or related field.  

An equivalent combination of education and experience will be accepted.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1) Experience involving the direct supervision of other professional employees.

2) Familiarity with business and economic development in Maryland is preferred.

SPECIAL REQUIREMENTS

Statewide travel and evening meetings will be required.

Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
