Main Purpose of Job

The Deputy Director of Fiscal Operations and Accounting supports the Developmental Disabilities Administration (DDA) through budget development, expenditure control and monitoring, and procurement. Units under this position include Budget Formulation and Control, Federal Claims, Accounts Payable, Procurement and Procurement Monitoring. The DDA has over 232 employees and a budget of $1.6 billion annually, the DDA support Marylanders with developmental disabilities through a variety of community-based services and 2 Secure Evaluation Therapeutic Treatment (SETT) programs for court involved individuals.

This position will provide direction and operational oversight in managing staff, developing goals, policies and objectives, and strategic planning. The position works closely with the Director of Administrative Services and Maryland Department of Health Chief Financial Officer to ensure acquisition and investment of human, fiscal and other resources to further the DDA’s mission. The Assistant Director provides data analysis expertise and information to other members of the DDA’s management staff and program managers to support operational decision making. This position also works closely with the Maryland Department of Health’s (MDH) corresponding units. Further responsibilities include effectively implementing law and policy, improving business processes, facilitating communication and facilitating intra-departmental cooperation and efficiency.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor’s Degree from an accredited college or university in Finance, Accounting, Public Administration, or other related major and five years of accounting, financial or budget management experience, three years of experience must have been at the supervisory or managerial level.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:
  • Experience developing budgets for large governmental agencies and monitoring expenditures; and,
  • Knowledge of the Federal Medicaid claiming system and reimbursement processes.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
