Main Purpose of Job

The MDH Healthcare System comprises eleven MDH owned and operated healthcare facilities and three closed facilities including adult psychiatric hospitals, regional institutes for children and adolescents (RICAs), facilities for individuals with intellectual and developmental disabilities, and long term care hospitals. The MDH Healthcare System also includes the Office of Court Ordered Placements and Evaluations and Utilization Review. The eleven operating facilities are Spring Grove Hospital Center, Springfield Hospital Center, Clifton T. Perkins Hospital Center, Eastern Shore Hospital Center, Thomas B. Finan Center, John L. Gildner RICA, RICA-Baltimore, Potomac Center/SETT, Holly Center, Deer’s Head Hospital Center, and Western Maryland Hospital Center. The closed facilities include Crownsville, RICA-Southern Maryland, and Upper Shore Center. The MDH Healthcare System has 3700 employees and cares for approximately 1900 patients annually.

This position serves as the Chief Financial Officer for the MDH Healthcare System, which has a budget of over $400 million. This position oversees the development and maintenance of the MDH Healthcare System budget, including working with the facilities’ budget, fiscal, and procurement staff to ensure consistency, compliance with fiscal and procurement laws and regulations, and overall soundness of each facility budget. In coordination with the Director, Deputy Director, and the leadership teams at the facilities, this position develops fiscal and procurement policies and procedures, workforce development initiatives, and other initiatives to support the MDH Healthcare System in creating streamlined, standardized, and effective budget requests, over the target requests and deficiencies, and complex multi-facility contract development and monitoring.  The position works in close coordination and collaboration with MDH Healthcare System leadership and MDH Operations Administration leadership to ensure the vision and the core mission of the MDH Healthcare System guides the budget and fiscal initiatives throughout the system. 

The position supervises the MDH Healthcare System Office of Executive Direction fiscal and procurement personnel.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college in finance, healthcare administration, public administration, business administration or a related field and at least 10 years of executive financial administration or management experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:
  • Master's degree from an accredited college or university;
  • Executive financial administration or management experience with State government or a major healthcare/hospital system; and
  • Experience with state procurement.
