Main Purpose of Job

The Harford County Health Department is a comprehensive local health department with a staff of 209, including consultants, and a budget of $20 million.  The Health Officer provides guidance, direction, and oversight to public health programs affecting the County.  The Health Officer assesses community health needs and plans and develops programs, enforces County and State laws and ordinances, and acts as a spokesperson on public health issues for the County in coordination with the State Department of Health.

Examples of Duties(The following examples illustrate the work performed in this position.  The list is not inclusive.)
  • Will manage the activities and operations of the Harford County Health Department.
  • Is responsible for the development of operational plans and policy; and enforcing policies, regulations and procedures to ensure protection of public health.
  • Representing the Health Department in a liaison capacity with officials of other agencies in an effort to enhance the health and well-being of the citizens of Harford County. The Harford County Health Department is a Public Health Accreditation Board (PHAB) accredited department.
  • The incumbent in this position reports to the Maryland State Secretary of Health and the Harford County Board of Health (County Council).

MINIMUM QUALIFICATIONS

Must possess a bachelor's degree and at least five years of managerial experience in the field of public health or a master's degree in public health with at least two years of managerial experience in public health.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
