LOCATION OF POSITION

This position is with the Department of General Services' Office of State Procurement, located in Baltimore, MD (with occasional travel to Annapolis, MD as needed).

Main Purpose of Job

The main purpose of this position is to manage the Office of State Procurement's Reporting Unit, which includes the DGS-OSP Board of Public Works (BPW) Agenda. This position assists the Director of Procurement Policy, Compliance and Reporting (PPCR) in managing the day-to-day operations of the Reporting Unit, DGS-OSP BPW Agendas and Procurement Agency Activity Reports (PAARs).

POSITION DUTIES

Duties include, but are not limited to:  

60%: Reviews agenda items submitted by State agencies and the Office of State Procurement (OSP) for procurements that must be approved by the BPW (Board of Public Works).  In addition to contracts, and contract options and modifications, also reviews miscellaneous items such as real estate leases and capital budget projects that must also be approved by the BPW. Is thoroughly familiar with all BPW Advisories related to the agenda content, format and submission protocol. Ascertains whether draft BPW agenda item submissions are accurate, have sufficient content clarity and include all required information for referral to the Board for approval.  To the extent the items are deficient, informs the submitting agency of the problem and provides guidance concerning required corrective measures. Ensures that all current submissions are consistent with prior submissions for the same contract and if discrepancies are discovered, must ascertain whether the error is with the current submission or previous submission, notes this and requests appropriate BPW approval. Assures that BPW agenda submission deadlines are met and that the submitted agenda meets submission standards as defined by the Board. Supervises the BPW Agenda support staff in the performance of their duties; responds to questions from the Governor’s, Comptroller’s and Treasurer’s BPW liaisons; researches and prepares monthly PAAR and annual procurement reports required by statute; and coordinates pre-BPW meeting with Director of Procurement Policy, Compliance  and Reporting (PPCR), Deputy Chief of Procurement (CPO), procurement staff, BPW liaisons, and a representative of the Governor’s Office of Small, Minority and Women Business Affairs (GOSBA). Ensures that decisions made in pre-BPW meetings are properly translated to the agenda.  Keeps the PPCR Director and Deputy CPO and CPO informed about the agenda; and provides training and feedback to agencies on proper submission of DGS OSP agenda items. If necessary, the position will develop plans and processes to address any statutory, regulatory, policy, and/or procedural changes.  

25% Prepares monthly Procurement Agency Activity Report (PAAR) for submission to the BPW. 

10% Develop, update, and/or conduct formal training classes and workshops within Maryland State procurement. The position is responsible for identifying and working with OSP management to implement process improvements and efficiencies related to all aspects of the BPW process. Develop and promote tools for use by Procurement Officers, Procurement Mangers, and DGS OSP BPW Liaison Unit. Works closely with the State’s Chief Learning Officer to formalize and standardize training. 

5% Assists in the preparation of, reviews, and validates monthly and annual reports on behalf of the DGS OSP.  Develops and provides other reports as needed.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: At least three (3) years of experience with BPW Agenda preparation, in addition to knowledge and experience with Maryland State procurement processes, procedures and terminology is required. 
In addition, this position requires at least two (2) years of previous supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

1. Strong writing, grammar and editing / proofreading experience strongly preferred.

2. Advanced proficiency with Adobe, Google and Microsoft Suite strongly preferred.
