Salary Range: $$86,524 to $126,302 (with progression to $139,155)

Main Purpose of Job

Under the direction of the Chief Information Officer, the IT Lead Partner serves as the trusted advisor, strategic leader, and project manager to Assistant IT Directors/IT Partners (ITPs), Business Analysts, IT Coordinators, and other managers who interface with MSDE divisions to achieve the agency’s objectives through the effective use of technology. This position will oversees all IT projects at the agency, oversees IT support programs for multiple divisions at MSDE, provides strategic consulting level support to the ITPs and provided guidance through key IT initiatives.

POSITION DUTIES

This position leverages critical thinking and analysis to ensure a robust Information Technology Compliance and Risk Management program.
  • Manages ITPs with their assigned business units and agency needs and works in partnership with key stakeholders to accomplish IT objectives per agreed upon strategy and Service Level Agreements (SLA). 
  • Provides leadership to ITPs in the development of agency-wide standards for all phases of information technology.
  • Provides direction to ITPs and the Office Information of Technology on issues involving upgrading of systems and equipment, integration of existing systems with new systems, interdivisional coordination, and procurement of technology.
  • Serves as the primary point of contact for holding other Agencies, Vendors, and external third parties to their OIT related SLAs.
  • Identifies, articulates, and champions the strategic technology improvements that will enhance business performance and collaboratively define the IT capability roadmap. 
  • Leads strategy of modernization and provides initiative to improve end user experience, improve business efficiency, and decrease customer service lag-time.
  • Supports successful execution of new technology solutions and capabilities in accordance with the defined SLA. 
  • Proactively identifies business capability and IT service gaps and contributes to improvement efforts.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or 36 post baccalaureate credit hours of coursework in Computer Information Technology, Management Information Systems, Computer Science, a combination of Business and Information systems or a related field. 

EXPERIENCE: Six (6) years of professional experience with managing, planning, designing, developing, implementing, maintaining and controlling information technology systems and associated application protocols for multipurpose, multi-tasking operations.  Three (3) years of the required experience must have included direct supervision of other professional employees. Strong project management skills are required.

Note: Two (2) additional years of experience as defined above can be substituted for a Master’s Degree.

  • Knowledge of the principles and practices of information technology systems management.

  • Skill in identifying user needs, mitigating user problems, and implementing creative resolution.
  • Skill in managing multiple tasks and interpreting, summarizing, and presenting information.
  • Skill in directing projects and managing and leading staff.
  • Skill analyzing and formulating feasible recommendations regarding technology solutions.
  • Ability to communicate effectively with executive level staff, a variety of customers, and vendor representatives.
  • Ability to develop and prepare technical specifications.
  • Ability to exercise initiative and sound judgment in making decisions.
