Main Purpose of Job

This position functions as the Finance and Fiscal Management Director for the Behavioral Health Administration.  As the Finance and Fiscal Management Director, the position is responsible for establishing and maintaining financial and management systems including:  budget, accounting, finance/budgetary projections, auditing, expenditure control and monitoring, personnel, and procurement.  The position develops and implements financial goals, policies, procedures and objectives.  The position also coordinates grant applications and awards.

The Behavioral Health Administration’s mission is to develop an integrated process for planning, policy and services to ensure a coordinated quality system of care is available to individuals with behavioral health conditions. The BHA through publicly funded services and support, promotes recovery, resiliency, health and wellness for individuals who have or are at risk for emotional, substance related, addictive, and/or psychiatric disorders to improve their ability to function effectively in their communities.  In order to foster integration across the spectrum of care, the Administration is managed under the Deputy Secretary of Behavioral Health within four primary divisions, which are Clinical Services, Child, Adolescent, and Young Adult Services, Service Access Practice Innovation, and Systems Management. 

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor’s Degree from an accredited college or university in Finance, Accounting, Public Administration, or other related major and five years of accounting, financial or budget management experience, three years of experience must have been at the supervisory or managerial level.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Knowledge of the federal Medicaid claiming system and reimbursement process 
  • Experience developing budgets for large governmental agencies and monitoring expenditures
  • Proven experience in implementing audits, assessments, and developing processes and best practices for accountability
  • Skill in developing interdepartmental relationships and cooperation
  • Proven skill in managing large teams across different locations
  • Strong consensus building and motivational skills

This is a Management Service position and serves at the pleasure of the Appointing Authority.  A resume must accompany your applicationl.
