Main Purpose of Job

The Superintendent/Director of Education for the MDH Healthcare System of will improve and oversee educational services provided in the 11 MDH Healthcare System Facilities (MDH owned and operated adult psychiatric hospitals, RICAs, facilities for individuals with intellectual disabilities, and long term acute care hospitals), including direct regulatory and technical supervision of educational services provided for individuals under the age of 18 or under between the ages of  18 and 21 with an IEP in the MDH Healthcare System.

This position also directs and provides policy leadership to all facilities across the system on ensuring that all individuals in need of education services get them. This position may coordinate on an executive level with County Boards of Education, The Maryland State Department of Education and other entities to ensure compliance with all laws and regulations related to education provision to individuals at MDH Healthcare System Facilities. 

This position is responsible for overseeing educational opportunities and ensuring that individuals at MDH Healthcare Facilities have educational choice, quality of instruction, and an innovative learning environment that meets each student’s unique needs. The Superintendent/Director of Education Services identifies metrics and communicates high expectations for MDH Healthcare System Education Staff and drives related transformation and quality improvement efforts. They will build a broad base of support through engagement with policy leaders at the state and local levels.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a master’s or doctorate degree from a regionally accredited college or university, with appropriate course work in special education, education, leadership, pedagogy, and supervision, four years of teaching experience and at least 2 years of supervisory experience in an educational environment.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Knowledge of the principles, practices, and regulations of public, non-public, and private education administration. 
  • Knowledge of the functioning of healthcare facilities.
  • Knowledge of the principles and practices of pedagogy. 
  • Knowledge, skill, and successful experience in the use and analysis of school performance data and school improvement process.
  • Outstanding oral and written communications skills. 
  • Skill and experience in data analysis and application.
  • Ability to establish and maintain effective working relationships.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Possession of, or eligibility for, a Maryland Advanced Professional Certificate in Special Education and with an Administrator I/II endorsement or a comparable out-of-state leadership or school building leadership certification transferable to Maryland.
