Main Purpose of Job

The Maryland Department of Juvenile Services (DJS) Juvenile Services Education Program (JSEP) is responsible for providing the educational services to students placed in a DJS operated detention or treatment facility. This program will improve outcome and staff engaged with and opportunities for justice-involved youth through collaborative, culturally responsive, and developmentally appropriate education services.

This position will provide leadership and direction for the Career and Technology Education (CTE) program within the Juvenile Services Education Program (JSEP). This position will work closely with the Superintendent and Field Coordinators, keeping them abreast of current trends, and will perform site visits to review, monitor, and evaluate program effectiveness. This position will also be responsible for collaborating with program coordinators, Field Directors, and other stakeholders to provide consistent leadership in the design, implementation, and management of JSEP CTE services. Additionally, this position will be responsible for developing and administering grant resources consistent with program plans and JSEP Board goals/objectives; and establishing a system of communication, networking, collaboration, and planning with community partners for the successful re-entry of students to employment and community.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education or Education Administration/Supervision or a Maryland Advanced Professional Teaching Certificate in Secondary Education or Education Administration/Supervision or eligibility for a Maryland Advanced Professional Teaching Certificate.

Experience: Three (3) years of administrative, supervisory or teaching experience directly related to the assigned core program area in an education program providing services to an institutionalized or disadvantaged population.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of educational administration, curriculum, and staff development; 
  • Knowledge of the principles and practices in teaching juvenile and/or institutionalized learners;
  • Knowledge of the educational needs of disadvantaged and special populations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595. Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time of the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
