Introduction

The Maryland Department of Labor Division of Workforce Development and Adult Learning is accepting applications from qualified applicants for the position to build an applicant pool for current and anticipated position vacancies.  This is a professional position responsible for providing leadership in the administration of education for residents of a correctional facility. This is an Agency specific recruitment for  this specific classification and function only with DLLR.

This position could be placed in any classification within the Teacher Series. Salary and exact classification will be determined following an assessment of the selected candidate's education and MSDE Certification using the IEPP Salary Scale.

Main Purpose of Job

To teach one or more subjects to adult students in a facility operated by the Department of Public Safety and Correctional Service. Work will involve providing academic instruction to incarcerated adults at the basic skills and/or General Educational Development (GED) level with application to vocational, functional living, and employability skills. Employees in these classifications do not supervise other teachers. Employees in these classifications receive general supervision from a Principal or other designated educational administrator. The work of these classes may require travel to various locations for events such as field trips, workshops, seminars and recreational activities.

POSITION DUTIES

Planning, conducting, and assessing classroom instructional activities; coordinating basic skills testing; maintaining educational records; assessing and recording progress toward education learning goals for Adults Basic Literacy, Life Skills, and/or GED; developing and implementing individualized and independent lessons plans.

MINIMUM QUALIFICATIONS

Education:   Possession of appropriate educational credentials as determined by the Maryland State Board of Education.

Experience: None.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience teaching in an alternative education setting.

2. Experience teaching adult learners.

3. Experience teaching institutionalized or disadvantaged populations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Education Article, Section 6-101 of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595.

Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.


SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

ESSENTIAL KNOWLEDGE/SKILLS/ABILITIES: Candidates should have knowledge of the principles and practices of adult education; knowledge of instructional planning and teaching methods; skill in the use of assessment instruments; ability to develop appropriate educational goals and objectives; ability to establish and maintain an effective learning environment; ability to communicate effectively; both orally and in writing. 

CONDITIONS OF EMPLOYMENT: This position has been designated by the appointing authority as sensitive in nature. Employees in this position are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation

17.04.09, Testing for Illegal Use of Drugs. All potential applicants shall be screened for security purposes prior to being offered a position.  This screening is a routine procedure for all employees required to work in State Correctional Institutions and shall consist of fingerprinting and background investigation by the CJIS-Central Repository.  Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required. DLLR’s Correctional Education Program operates in Maryland State correctional facilities in partnership with the Department of Public Safety and Correctional Services (DPSCS).   

As an employee of this Program, you must strictly adhere to the DPSCS’s Standards of Conduct and Internal Administrative Disciplinary Process.  Any violation of those standards may subject you to DPSCS disciplinary measures, including the barring of your entry from State correctional facilities. Should this occur, DLLR may then remove you from your position and, if there are no comparable positions available for which you are qualified and from which you have not been barred, your employment may be terminated.
