Main Purpose of Job
This
is a contractual position serving as the Analyst for the Division of Early
Childhood and Office of Information Technology data systems responsible for ensuring that
system roles are functioning as defined in the data system security matrix and
for reviewing all data system security applications and records to ensure
compliance with security roles along with providing software application
support for end users.
POSITION DUTIES
Provides direct,
specialized technical assistance, analysis and user support for the Child Care
Security System; maintains copies of all applications
and maintains a log recording all data regarding applicant, contact information
and location along with creating reports documenting corrective action; assists
with conducting monthly tests of security role functionality and in performing
data system security log-on problem analysis; analyzes recommended
modifications and assists with the design, development and testing of the data
system application system and with corrections or enhancements; provides system
administration and support for Notice of Grant Award system (NOGA); manages recipient organizational accounts; monitors system for issues and
outages and serves as liaison between the developer and end users; participates
in user testing and prepares and updates policies, procedures, and user
manuals; audit common incidents and participates in data system security
meetings.
MINIMUM QUALIFICATIONS
EXPERIENCE: Three years of
experience providing problem analysis and ongoing user support, coordinating
system development and implementation, and training users on the
functionality of applications for agency or statewide systems housed on
mainframe computers or large client server platforms.

- Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for two years of the required experience.
- Candidates may substitute experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications on a year-for-year basis for a high school education.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of the principles and practices of
information systems function, planning, analysis, and troubleshooting;
knowledge of information system architecture, system security practices and
industry standards; skill providing problem analysis and ongoing user support, coordinating system
development and implementation, and training users on the functionality of
applications; Skill in creating, reviewing and updating application
documentation and training materials; skill in systems
management, and product integration, and managing the life cycle of technology
products; ability to communicate effectively and to establish and maintain
effective working relationships with a variety of customers and users, vendor
representatives and engineers; ability to plan, coordinate and lead the work of
staff.
LIMITATIONS ON SELECTION

compliance with the Immigration Reform and Control Act and possible travel
throughout the State are required. Any
