Introduction

The Maryland Department of Commerce is seeking qualified applicants for a full-time, contractual, Grants Manager (Administrator I) within its Division of Business & Industry Sector Development (BISD) – Office of Strategic industries and Entrepreneurship (OSIE). 

This is a full-time contractual position.

Main Purpose of Job

The primary function of this role will be to assist in the implementation of the Maryland Manufacturing 4.0 (M4) Pilot Program. 

POSITION DUTIES

The grant manager will direct the daily operations of the M4 Pilot grant program; including directing the grant application and review process, providing administrative and programmatic support to the Manufacturing Program Manager, and be responsible for the development of program reports and compliance. The Grant Manager will directly oversee a number of manufacturing companies, performing technical and operational work ensuring success through intensive technical assistance and grant compliance review.  This position will administer, implement, manage, monitor, and coordinate grant agreements and activities from inception to close ensuring documents comply with state and federal grant regulations and agency policies, including: serving as the Department representative to key stakeholders providing outreach of M4; tracking, monitoring, and reporting on programmatic and fiscal activities associated with grants; interpreting and documenting grant activities; drafting agreements; budget reconciliation of grant invoices; conducting grant close outs; serving as point of contact with the public, organizations; maintaining program information, guidelines, and the overall grants management systems.  Individual will prepare and ensure timely and accurate submission of reports; compile statistical and budgetary data; coordinate the preparation of grant packages; review, analyze, and initiate the grant payment process; train departmental and external recipients and provide technical assistance to grantees on grant awards, regulations, laws, requirements, and reporting procedures; and prepare correspondence and forms. 

The selected employee will be well organized; possess excellent interpersonal, written, and oral communication skills; ability to effectively present information, explain policy, respond to internal and external inquiries; work independently; and handle multiple, concurrent and high priority projects; possess an aptitude for detailed work; experience in grant management.  Proficiency with Microsoft Office Suite, Google Mail and/or other relevant programs. 

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor's degree from an accredited college or university;
   AND
EXPERIENCE: Four (4) years of experience in grant evaluation and monitoring.  

Notes:
1. Graduate level education in accounting, business administration, economics, finance, or public administration at a rate of 30 semester hours may be substituted on a year-for-year basis for the required experience. 
2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1) Working knowledge of grant evaluation and monitoring; 
2) Experience monitoring expenditures and approving invoices; 
3) Ability to analyze and interpret grant announcement/award requirements; 
4) Knowledge of state and federal compliance laws, policies and regulations. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
