Introduction
The Maryland Department of Commerce is seeking qualified
applicants for a for a full-time, contractual Workforce, Education and Telework
Grants Manager position within its Division of Business and Industry Sector
Development’s Office of Strategic Industries and Entrepreneurship’s Education,
Workforce and Telework Unit.

Main Purpose of Job
POSITION DUTIES
This position is responsible for
assisting in the administration of grant programs under the Director of
Workforce, Education and Telework, to include the 1) Maryland E-Nnovation Initiative
Fund (MEIF) and 2) the Business Telework Assistance Grant program. The grants manager
will support daily operations of the grant programs: the grant application and
review process for MEIF Authority meetings; and the development of program
reports and ensure compliance. Other duties: oversee nonprofit institutions of
higher education (“NPIHE”) partnerships, ensure program success through
intensive technical assistance and performance review; support the Director
with activities of the Office of Telework, including development of telework
best practices, providing information to private sector businesses on the
implementation of telework policies for their employees; and support the grant
application, review and reporting requirements for the Business Telework
Assistance grant program. This position will administer, implement, manage,
monitor and coordinate grant agreements and activities from inception to close
ensuring documents comply with state and federal grant regulations and agency
policies, including: serving as the Department representative to key
stakeholders from business, government, education and foundations to provide
outreach and information for grant programs; providing technical assistance to
NPIHEs in Maryland, to include conducting educational workshops and/or
one-on-one meetings to educate eligible entities on the program and provide
recommendations to eligible applicants. Some statewide travel is required.
The selected employee will be well
organized; possess excellent interpersonal, written and oral communication
skills; the ability to effectively present information, explain policy and
respond to internal and external inquiries; work independently; handle multiple,
concurrent and high priority projects; possess an aptitude for detailed work; and
experience in grant management. Proficiency with Microsoft Office Suite, Google
Mail and/or other relevant programs including the State’s financial management
information system (FMIS) and Portfol.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high
school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or
professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an
accredited college or university for each year up to four years of the required
experience.
2. Candidates may substitute the possession of a Bachelor's degree
from an accredited college or university and one year of experience in administrative
staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree
from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service
experience as a commissioned officer involving staff work related to the
administration of rules, regulations, policy, procedures and processes, or
overseeing or coordinating unit operations or functioning as a staff assistant
to a higher ranking commissioned officer on a year-for- year basis for the
required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following
preferred qualification(s). Please ensure that you include clear and specific

1) Working knowledge of grant evaluation and monitoring
2) Experience monitoring expenditures and approving invoices
3) Ability to analyze and interpret grant announcement/award
requirements
4) Knowledge of state and federal compliance laws, policies, and
regulations.
5) Proficiency with Microsoft Office Suite, Google Mail and/or other relevant programs including the State’s financial information management system (FMIS) and Portfol management software.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which
require the operation of a motor vehicle. Employees assigned such duties will
be required to possess a motor vehicle operator’s license valid in the State of
Maryland.
BENEFITS
Contractual employees who work for an agency covered under the
State Employee and Retiree Health and Welfare Benefits Program, have a current
employment contract and work 30 or more hours a week (or on average 130 hours
per month) may be eligible for subsidized health benefits coverage for
themselves and their dependents. As a contractual employee, you will be
responsible for paying 25% of the premiums for your medical and prescription
coverage, including any eligible dependents you have enrolled. The State of
Maryland will subsidize the remaining 75% of the cost for these benefits. You
can also elect to enroll in dental coverage, accidental death and dismemberment
insurance, and life insurance, but will be responsible to pay the full premium
for these benefits.
Leave may be granted to a contractual employee who has worked 120
days in a 12 month period. This leave accrues at a rate of one hour for every
30 hours worked, not to exceed 40 hours per calendar year.
