Introduction

The Maryland State Retirement Agency (the "Agency") is the administrator of the Maryland State Retirement and Pension System (the "System"). The System is a multi-employer, public employees' benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 245,000 active members and more than 160,000 retires and beneficiaries.

The Agency's Investment team is both results driven and creative problem solvers who work together to manage a global multi-asset portfolio and to provide a secure base of assets to pay the current and future benefits for the underlying retirees and beneficiaries. The Agency is seeking an exceptional individual who is well organized, motivated and detail oriented to serve as an Assistant Director, Investment Administration within its Investment Division. The Assistant Director reports directly to the Director of Investment Administration. 

This is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main role of this position is to work with the Director of Investment Administration on the Agency’s cash management, internal trading workflow, and operational workflows. When needed, the individual will assist the Managing Director of Accounting/Operations.

POSITION DUTIES

The specific duties include but are not limited to:

INVESTMENT ADMINISTRATION: This individual will assist the Director of Investment Administration to coordinate with external investment managers in the preparation of the quarterly and annual brokerage commission report required by statute for the Investment Committee and Board of Trustees as well as for inclusion in the Agency’s Annual Comprehensive Financial Report (ACFR).

INVESTMENT OPERATIONS:  On a daily basis, this selected individual will: 
* coordinate the workflow around the System’s Internal Trading program, including arranging for trade settlements, cash transfers and wire instruction authorization with external brokers and the custodian;
*  assist with the System’s daily cash management process, working closely with the custodian bank, the System’s cash reserve bank, other units within the Agency and internal investment management to ensure adequate cash is available to cover expenses, benefit needs, and margin and collateral requirements;
*  advise management on future cash needs;
*  assist with asset and manager transitions, and the on-boarding of process of new funds.    

CORPORATE GOVERNANCE: Provides the Agency’s Attorney General’s office with research for the reporting and filing of potential losses related to security Class Action litigations.

MINIMUM QUALIFICATIONS

Education:
Graduated from an accredited four-year college or university with a bachelor’s degree.

Experience
Relevant experience in accounting, administrative or professional work in accounting/finance, investment operations, or developing/adhering to accounting-related policies and procedures.

DESIRED OR PREFERRED QUALIFICATIONS

The candidate will have some of the experiences listed below to achieve success with the position’s responsibilities. It is desirable that this individual has knowledge and experience with:

* Bloomberg AIM 
* Accounting reconciliations 
* Developing departmental plans and procedures 
* Proficient level in Microsoft Excel and Word
